1. Introduction and Purpose
The Texas Medical-Legal Partnership Coalition (TxMLPC) is soliciting proposals from consultants who can assist with a comprehensive strategic planning process. Our goal is to develop a robust, actionable strategic plan that will guide our work and priorities for the next 3-5 years, delivered through a methodology optimized for a more constrained project budget. This plan is fundamental to our capacity to achieve our mission, expand our reach in addressing health disparities, and advance the growth of medical-legal partnerships throughout the state of Texas.
2. Background Information on the Texas Medical-Legal Partnership Coalition (TxMLPC)
The mission of the Texas Medical-Legal Partnership Coalition (TxMLPC) is to improve the health of all Texans by supporting and promoting collaboration between legal and healthcare professionals to address the structural problems that underlie health inequities and contribute to health-harming social needs. We are a board-managed, membership-based organization of medical-legal partnership (MLP) practitioners and other dedicated professionals. MLP is a care delivery model that embeds attorneys and other legal team members onsite to help clinicians, social workers, community health workers, and others address the underlying causes of poor health outcomes.

A Texas nonprofit corporation formally established in 2023 and recognized by the IRS as a tax-exempt organization under Section 501(c)(3), TxMLPC existed as an informal network of mostly attorneys for fifteen years. Consistent with our bylaws, the Coalition’s contemporary goals are to create a community of MLPs and other resource partners who can share their work, expertise, and best practices among its members; advise and provide technical assistance to organizations wishing to establish an MLP; advocate for health-affirming laws and policies; and promote the development and operation of MLPs, including access to resource materials for establishing an MLP.
3. Scope of Work & Project Objectives
TxMLPC is seeking a consultant to guide the organization through comprehensive strategic planning. The outcome of this should be a series of strategic directions and high-level tactics that will enable organizational growth, including operations, programs, and advocacy, from 2026-2029. Specific objectives and anticipated activities may include, but are not limited to:

Stakeholder Engagement: Support successful engagement of critical TxMLPC stakeholders. While individual interviews are the preferred approach, proposals must detail how effective stakeholder engagement, inclusive of facilitated group or team-based sessions, can be achieved to align with a more constrained project budget.

Vision, Mission, and Core Values: Future-proof TxMLPC’s vision, mission, and core values in alignment with trends in health policy.

Strategic Priorities & Goals Development: Develop strategic priorities with clear, measurable goals.

Action Plan & Roadmap: Create a concrete implementation roadmap for each of the strategic goals, stating to-do items, timeframe, necessary resources (both personnel and financial), and clear allocation of who is accountable towards which action item.

Organizational Capacity & Sustainability: Create a series of recommendations for how the TxMLPC model can be strengthened organically, self-govern, and achieve financial sustainability as a professional association.
4. Project Deliverables
The selected consultant will be responsible for delivering the following key items throughout the engagement:

Project Plan & Kick-off: A detailed project plan outlining the agreed-upon methodology, proposed timeline, key milestones, and a formal kick-off meeting with TxMLPC leadership.

Stakeholder Engagement: A comprehensive report summarizing findings from all stakeholder engagement activities (which may include interviews, surveys, and/or facilitated group sessions) and the environmental scan.

Draft Strategic Plan Document: A comprehensive draft of the strategic plan that incorporates verified vision, mission, values, strategic priorities, goals, objectives, KPIs, and proposed initiatives.

Final Strategic Plan Document: Board-approved final version of the strategic plan with any feedback incorporated.

Implementation Roadmap: A detailed guide to the execution of the strategic plan, which specifies the tasks, people responsible, and deadlines for your strategic initiatives.

Presentation of Final Plan: A professional presentation of the final strategic plan to the TxMLPC Board and, potentially, a more extensive body of stakeholders or members.
5. Project Timeline

Desired Project Start Date: Late summer to early fall 2025

Desired Project Completion Date: We aim to have the final strategic plan completed and formally presented by late fall 2025.
6. Proposal Requirements
To ensure a fair and comprehensive review, please ensure your proposal clearly addresses the following sections:

Consultant/Firm Profile: Provide a brief overview of your organization/individual qualifications, including your legal name, address, and primary contact information. Please articulate your experience working with non-profits, particularly nascent coalitions or professional associations, and in the health or legal advocacy sectors.

Understanding of the Project: Briefly explain your understanding of TxMLPC’s distinct mission, our place in the medical-legal partnership community, and the specific strategic planning-related requirements in this RFP.

Proposed Methodology & Approach: Detail your proposed approach to strategic planning, including specific phases, activities, engagement techniques, and tools you will employ to achieve the project objectives. Please highlight how you will ensure robust stakeholder input.

Team Members: Provide resumes or CVs of the key personnel who will be directly involved in this project, highlighting their relevant experience in strategic planning, non-profit governance, and knowledge of the medical-legal partnership model or related fields.

Relevant Experience & References: Share 2-3 examples of similar strategic planning projects you have completed, ideally for coalitions, non-profits, or organizations operating at the intersection of health and justice. Please include client names, brief project descriptions, and current contact information for 2-3 professional references.

Proposed Project Timeline: Present a detailed project schedule with key milestones that aligns with or proposes a realistic alternative to our desired timeline.

Proposed Budget: Provide a comprehensive breakdown of all costs directly associated with the proposed services, with proposals ideally falling within a $10,000 range. Please specify if this is a fixed fee or an hourly rate estimate. Proposals that fall outside this range must provide strong justification for the higher cost compared to the defined scope and expected outcomes.

TxMLPC Responsibilities: Provide details on any resources or commitments you would expect from TxMLPC during the project (such as access to board members and staff, records, feedback).
7. Evaluation Criteria
Proposals will be evaluated based on the following criteria. While cost is a crucial factor, the quality of the proposed approach and demonstrated experience are paramount.

Understanding of TxMLPC's Mission & Context (20%): Demonstrated understanding of the distinctive nature of TxMLPC’s work and the larger medical-legal partnership field and the opportunities and issues facing a coalition of this kind.

Proposed Methodology & Approach (30%): The clarity, novelty, comprehensiveness, and functionality of the proposed strategic planning system, specifically the strength of stakeholder engagement strategies.

Consultant Experience & Qualifications (20%): The expertise and track record of the consultant(s) and team members in leading successful strategic planning initiatives for similar non-profit coalitions or advocacy organizations.

Project Timeline Feasibility (10%): The extent to which the proposal’s intended project timeline is realistic and achievable.

Cost-Effectiveness (20%): Competitiveness and value of the proposed budget in relation to the defined scope of work and the target budget range.
